A team of three
On a launch-eve stream hosted by the publisher, the game's programmer Matt explained that the core game was made by three people working remotely over Discord, with QA and publishing support from Eastasiasoft:
- Matt (United States): all of the programming. The game is built in Unity.
- The artist (Chile), credited online as Moonshen: all of the art and animation, the characters, the world and the story. The project started when he approached Matt with concept art, possibly of Yaldabaoth and Sabaoth.
- Daniel Lippert (Switzerland): all of the music and all of the sound effects.
It took about two and a half years. It was meant to take six months, then a year, then eighteen months; the developer says the story they wanted to tell kept making the game bigger. The art aims "somewhere between Super Nintendo and PlayStation", and the progression was inspired by Mega Man and Super Mario Bros. 3 rather than metroidvanias. Matt fixed some 500 to 600 bugs in the last three months alone.
The artist: Moonshen
"Okko the exiled artist" sits in Google's autocomplete for the game, and for good reason: the art sells it. Moonshen is a freelance artist who works in game pixel art, watercolour and digital painting, and has a large following on X. Moonshen announced the free demo in May 2025 on Newgrounds and DeviantArt, calling Okko "the game I'm working on", and posted the launch on X. One Steam reviewer bought the game because Moonshen is their favourite artist, and stayed for the bosses.
The music: Daniel Lippert
The soundtrack's store page describes it as 90s game melody on a modern orchestral base: woodwinds, Asian folk instruments, piano, violin, rhythm guitar and heavy bass, calm at The Old Throne and aggressive in the stages. It costs $7.99 alone, or the game and soundtrack bundle costs $19.99.
The studio
Frozen Flame Interactive's website lists Okko The Exiled with two earlier projects, A Night On The Farm and Robozarro. The team is unusually present on Steam: the tips thread, the controller guide and the Steam Deck report were all written by the developers themselves, and many forum questions get a reply from the studio account within hours. Posts are signed "FFI Team", and the Steam Deck report is signed by Matt.
